Organisation and Responsibilties

The Reading Rooms is a Registered Charity - No 301252.

As such it has a Charitable Objective and is administered as laid down within its Constitution by a Management Committee comprising Trustees and Members, elected annually at the Annual General Meeting. The committee is responsible for ensuring the charity's activities are consistent with its objective.

Charitable Objective

The object of the Charity is the provision and maintenance of a Community Hall for the use of the inhabitants of Billericay and the neighbourhood without distinction of sex or of political, religious or other opinions, and in particular, for use for meetings, lectures and classes, and for other forms of recreation and leisure-time occupation, with the object of improving the conditions of life for the said inhabitants.

Below are some of the organisations that have made use of the hall in recent years for purposes in line with these objectives.

Trustees & Members 

The Constitution identifies five key committee roles, all of which are Trustee roles - Chairman, Vice-Chairman, Secretary, Treasurer and Letting Officer. Up to ten further Committee Members can be elected, seven of which can be Trustees.

Annual General Meeting

When is it held?

The Constitution requires that the AGM is held in March, or as soon as practicable thereafter, each year. It is held in the Reading Rooms and any inhabitant of Billericay and the surrounding area is entitled to attend, vote and seek election as a Trustee or Member.

Chairman's Report

The Chairman produces a report for the AGM covering activities to the end of the previous calendar year.

Annual Report & Accounts

At the AGM the Trustees approve the Report and Accounts for the previous year. The total income and expenditure for the year is reported to the Charities Commission website.
